Environmental Site Assessment & Remediation
We offer comprehensive site assessments and have conducted numerous projects in conjunction with the Louisiana Department of Environmental Quality, Army Corps of Engineers, Louisiana Fish and Wildlife, Department of Natural Resources, Environmental Protection Agency and Housing and Urban Development to ensure the most prompt, efficient, and accurate reporting. If remediation is necessary we coordinate and manage until the state requirements are 100% is satisfied.
PHASE I: ENVIRONMENTAL SITE ASSESSMENT
Do you know what kind of environmental concerns or preexisting conditions you may be purchasing with your investment of a property? At the core of the Landowner defense is the Phase I Environmental Site Assessment (ESA). This assessment is a review of past and current activities which could create environmental issues for a property owner in the future. This investigation is typically performed during the due diligence portion of a real estate transaction or refinance activities.
A standard has been developed by the American Society of Testing and Measure (ASTM) for the Phase I ESA. When EAA examines a property under a Phase I, we first perform a site walk of the entire property and document any current potential areas of concern. Adjacent properties are also reviewed for potential concerns. Research is performed on the properties' historical and present uses for both the subject property and adjacent properties. EAA then thoroughly reviews Governmental records to get a quality determination of the properties' environmental situation. As always, EAA emphasizes the importance of regulatory compliance, which can help owners, lenders, and investors avoid liability from a tarnished property.
EAA adheres the most current version of the ASTME1527 standard for all Phase I Assessments and we pride ourselves in achieving quicker than industry standard turnaround times.
PHASE II: SUBSURFACE INVESTIGATIONS
A Phase II is the sampling and testing of building materials, chemicals, surface, subsurface soil and/or groundwater. A Phase II may be the result of information discovered during a Phase I ESA, but a Phase I is not a required prerequisite for a Phase II.
EAA uses the most comprehensive, accurate and approved analytical tests available and will advise the client on what is appropriate for each situation. A Louisiana accredited laboratory is utilized for all analyses. EAA’s expertise and knowledge is crucial for determining appropriate analyses that provide substantial information without excessive spending or unnecessary testing.
A Phase II investigation includes a full, thorough report. The report interprets the analytical results for the client (compares them to EPA or Louisiana DEQ standards) and interprets what the analytical results indicate. Recommendations are made as to the necessity of further testing, remediation/abatement options (as indicated by LDEQ) or no further action.
PHASE III: REMEDIATION ACTIVITIES
A Phase III provides solutions to problems identified in a Phase II Investigation. A Phase III includes such activities as:
Excavation and Disposal
Risk Evaluation/Corrective Action Plan (RECAP)
